EDITORIAL
Greetings everyone.
For this issue we feature PP Sr John Loh, the recipient of the Malaysian Surveyor of the Year Award
for year 2016. Sr John Loh has been very active with RISM, serving in many portfolio and working
committees in promoting the presence of RISM. During his terms as Vice President , Deputy President
and President of RISM, he brought the professional body to greater heights with his leadership and
innovative ideas, providing better services to all members and the public including the construction of
the “Surveyors’ Trail†in parks like the Lake Gardens, the Youth Park in Penang and in Kota Kinabalu.
He also proposed the use of the “SR†preï¬x for surveyors and to seek the status for RISM to become a “Royalâ€
institution.
This issue has several articles related to building aspects under the Peer Review section. An article features a
study that has investigated the ï¬re risk status of selected museums in Malacca, Malaysia. It was observed from
the ï¬re safety audit that ï¬re hazards were present in all the observed buildings with poor housekeeping practices;
escape routes were insufï¬cient and some hampered with consideration not given to disabled people at two of the
observed museums; and ï¬re safety measures and protection systems installed were insufï¬cient with no evidence
that provided ï¬reï¬ghting equipment such as ï¬re extinguishers were cheked, tested or serviced at least once a year
resulting in non-compliance with ï¬re safety provisions from Uniform Building By-Laws 1984 and Fire and Rescue
Department of Malaysia.
Another article features the Malaysian hotel facilities management strategic and operational service delivery
factors. This article summarised the study that aims to investigate the facilities management strategic and
operational service delivery factors and the satisfaction level of hotel visitors. From a mixed method approach
that was adopted, three case studies were selected and interview sessions were carried out with the building
managers. Questionnaire survey was conducted with the visitors. From the research ï¬nding, it was found that the
main factors of the occurrences of poor service delivery performances of hotel facilities management (FM) were
human error, number of maintenance personnel, working attitude, cost effective, response time and the call
structure and support processes of the hotel FM. Nevertheless, the current hotel FM service delivery performance
of the selected case studies has shown that the quality is exceptional. However, further improvement can be made
to exceed the customer satisfactory level.
The last article under this section is an article on building performance and evaluation methods. The main purpose
of this article is to identify the signiï¬cance of building performance and its methods which are respectively
focused on Post-Occupancy Evaluation (POE) and Building Performance Evaluation (BPE) in order to upgrade
the level of quality, effectiveness and efï¬ciency of a building to achieve continuous improvement. A review
is derived from previous research that had used the POE and BPE as their systematic
evaluation method towards buildings such as schools, ofï¬ces and others. The key
ï¬nding of this paper highlights POE and BPE as a useful method to enhance the
level of performance, to upgrade the effectiveness and efï¬ciency in producing
quality and well maintained building. It is hoped that this review will be a beneï¬cial
knowledge contribution to those involve either in academic or industry.
Under the section on RISM activities, we have the highlights of the Technical Visit
and Study Tour to South Italy from 17 to 26 Oct 2016 led by the President, YBhg.
Dato’ Sr K. Sri Kandan. The visit was participated by 17 RISM members and 10 family
members. Sharing of expertise and experiences occurred in the following visits: Visit
to the Embassy of Malaysia to the Holy See, Rome and Visit to the Planning Authority
of Malta.
Other activities that have been arranged by RISM include divisional and regional Sr Dr. Yasmin
branches’ activities. The QS division had the QS Division Inter-Firm Bowling Mohd Adnan
Tournament which was held on 09 October 2016 at U-Bowl, 1 Utama, Petaling Jaya,
Selangor. A total number of 35 teams participated in the tournament. The RISM Sub-Editor
Northern Branch organised the Penang Hill Leisure and Fun Hike. A total of
39 members, friends/family of members took part in this leisure and fun hike on Session 2016/2017
14th August 2016. RISM Northern Branch is honoured that RISM-QS Division
Committee Members joined the hike.
